US Government Proposes Legislation to Enhance IT Security and Protection

The US government has proposed a legislative package that is designed to improve the country's and its citizens' IT security. The proposal is to substantially update and revise the existing legislation in such fields as data protection and infrastructure security as well as the sanctioning of offenders. . It aims to improve the protection of consumer and government administration systems, and enhance infrastructure security, which is particularly important for the country's industry. With these measures, US President Barack Obama is fulfilling the promise he made a year ago to make cyber space security a top priority. A fact sheetPDF on the legislative package states that members of both parties in Congress have introduced approximately 50 cyber security bills in the last session of Congress. According to the fact sheet, these bills are a response to repeated intrusions into important systems and to a dramatic increase in cyber crime over the last decade. Internet Kill Switch Legislation Raises Concerns Over Government Powers

A cybersecurity proposal in the U.S. Congress, called an "Internet kill switch" plan by some critics, isn't exactly what that sounds like.. Plans by members of the U.S. Senate Homeland Security and Government Affairs Committee to reintroduce 2010's Protecting Cyberspace as a National Asset Act have led some critics to compare provisions in the bill to the Egyptian government's order to shut down all Internet access across the country during recent protests. Representative Charles Bass, a New Hampshire Republican, questioned during a hearing if Congress should require antivirus software to be installed on every U.S. computer to counter the billions of dollars in damage done by viruses and worms in 2003 alone. "Is it time for the federal government to develop some kind of Internet security agency that would develop standards for all legitimate software, require automatic update and patching and establish a base level for every single computer in the country?" Bass said during a hearing on computer viruses in the House Energy and Commerce Committee's Subcommittee and Telecommunications and the Internet. Cowley, senior v.p. of Research Triangle Software had a booth at Bob Young's Lulu Tech Circus in Raleigh, North Carolina, last weekend. The Bush cybersecurity plan hasn't received a lot of attention in the Open Source community, but Crowley suggested that it should. Crowley, whose company makes crypto software, isn't completely down on the Bush plan, although he suggests, like some others have, that the plan is a bit short on concrete proposals to implement. There's a lot of "shoulds" with voluntary compliance in the 65-page, 86-recommendation document, and as Crowley says, "doesn't that leave us essentially in the same position we're in?"
