In a letter sent Tuesday to Bush, congressional leaders and various other federal and state government officials, and then publicly released today, a group of 17 organizations ranging from the American Library Association to the Electronic Privacy Information Center (EPIC) proposed a privacy-protection framework that they said they hope will be acted on early this year.
