Upgrade tzdata in Debian 11 for changes affecting timezone database and leap seconds.

Summary

- - British Columbia moved to permanent -07 on 2026-03-09, so it will not
fall back from -07 to -08 on 2026-11-01.
- - Updated leap second list, which was set to expire by the end of
June.

For Debian 11 bullseye, this problem has been fixed in version
2026b-0+deb11u1.
