Upgrade libzypp and zypper to remedy a severe vulnerability that could lead to flawed RPM installations. Addresses CVE-2018-7685.
Update to `libzypp-16.17.20` and `zypper-1.13.45` to resolve CVE-2018-7685.

Summary

libzypp is a library for package management built on top of the

libsolv library. It is the foundation for the Zypper package manager.

Update to `libzypp-16.17.20` and `zypper-1.13.45` to resolve CVE-2018-7685.
