Fedora 27: Security Update for Slurm Critical Relro Enhancements

Slurm is an open source, fault-tolerant, and highly scalable

cluster management and job scheduling system for large and

small Linux clusters.

Harden the Slurm build and allows it to operate in full relro with GOT sections

of the ELF binaries marked read-only.
