Fedora 28 has released a security update for kernel-headers, rectifying the oversight of the foreshadow patches in the 4.17.14-202 version.
The 4.17.14-202 build contains patches for the "foreshadow " security issue that were missing from the 201 builds.

Summary

Kernel-headers includes the C header files that specify the interface

between the Linux kernel and userspace libraries and programs. The

header files define structures and constants that are needed for

building most standard programs and are also needed for rebuilding the

glibc package.

The 4.17.14-202 build contains patches for the "foreshadow " security issue that

were missing from the 201 builds.
