Debian Bullseye DSA-5746-1: PostgreSQL 13 Critical Privilege Escalation Fix

Noah Misch discovered a race condition in the pg_dump tool included in
PostgreSQL, which may result in privilege escalation.

For the oldstable distribution (bullseye), this problem has been fixed
in version 13.16-0+deb11u1.

We recommend that you upgrade your postgresql-13 packages.
