Fedora 30: FEDORA-2019-dd00364b71 Moderate: Fuse Security Fix

With FUSE it is possible to implement a fully functional filesystem in a

userspace program. This package contains the FUSE v2 userspace tools to

mount a FUSE filesystem.

Update fuse to 2.9.9, fuse3 to 3.4.2. Also fixes CVE-2018-10906, and adds

missing fusermount.1 man page.
