It includes an extensive standard library, and has a vast ecosystem of

third-party libraries.

Update Python to 3.9.4. [Changelog](https://docs.python.org/release/3.9.4/whatsnew/changelog.html#changelog). Contains security fix for CVE-2021-3426.
