diskless environments and network installations.

- fix bug 164776: don't write empty 'ks=' string in pxeboot.py

Fix network install parameters:

Instead of just writing unused 'ks.cfg' file, specify

loader 'method=' and 'ip=' arguments if no kickstart file given.
