California's Assembly has voted to require the state's employers to inform their workers in writing if email and other Internet activity is monitored at the office. If it becomes law, supporters said the bill would place the state at the forefront of protecting employee privacy online and may serve as a model for similar bills in other states. . . .. A new version of eBlaster spyware will secretly forward all e-mail coming and going through such Web-based accounts to a spy's e-mail, allowing anyone to "ride-along" even the supposedly private e-mail. SPYWARE FIRM SpectorSoft Corp. which makes eBlaster, is hardly a stranger to controversy. But the new e-mail monitoring technology, which company president Doug Fowler described as "almost a wiretap," is sure to stir even more. It's common for office workers to keep personal matters out of corporate e-mail; many set up free Web-based e-mail accounts at Hotmail or Yahoo to help separate work and private affairs. The proposed cyber-security Network Operations Center is included in a draft of The National Strategy to Secure Cyberspace, which was developed by the president's Critical Infrastructure Protection Board with input from the private sector and is due to be released Sept. 18. The call for expanded data collection and analysis results from administration concerns that efforts to secure cyber-space are hampered by the lack of a single point of data collection to detect cyber-security incidents and issue rapid warnings, according to the draft strategy, obtained by eWEEK. The investigative agency built the tool to monitor the Internet communications of suspects under its surveillance, but the system, housed on computers at Internet service providers, also can collect e-mail messages from people who are not part of an FBI probe. A spokesman for the FBI denied that the name change stemmed from worries that the name Carnivore made the system sound like a predatory device made to invade people's privacy. But the Illinois Institute of Technology, which last fall issued an analysis of the system at the request of the Justice Department, recommended that the name be changed for just that reason, according to an IIT analyst.
