The Assistant Secretary of Defense for Health Affairs embraced what is referred to as the DoD information superiority initiative. Simply stated, as service members are deployed into various theaters of operations, new and better standards became essential. That's where the Defense Medical Logistics Standard Support (DMLSS) program comes into play. The DMLSS System is an automated information system used by the four major branches of the service to provide medical logistics support to military hospitals and other medical facilities. DMLSS provides the four services with a common, standard platform for conducting medical logistics. It provides end-to-end information technology that enables the services to order and receive products and services electronically as wellas to create and release invoices for payment. DMLSS also provides record keeping services, such as inventory control. The system complies with the accounting standards of the DoD, allowing the Comptroller's office to more efficiently compile its financial records. Finally, DMLSS serves as a source of record for DoD medical assets. Open-Source Components The Program Management Office (PMO) for DMLSS is located in Falls Church, Virginia. Continuing development and support facilities exist at Ft. Detrick, Maryland, at the Joint Medical Logistics Functional Development Center. At Ft. Detrick, programmers support open-source components in applications that require cryptography. They open-source components include Stunnel, Apache, ModSSL and OpenSSL. Those people who take five courses, including an elective, and pass a test administered by the Software Engineering Institute will be granted a Certified Computer Security Incident Handler Certification (CCSIHC). The Software Engineering Institute is part of Carnegie Mellon University and manages the CERT Coordination Center. "The incident response certification is a benchmark that says that the leader knows how to lead and manage an incident response team," said Barbara Laswell, technical manager of practices, training and development at the institute. "This seminar will investigate legal and policy issues raised by e-mail marketing and spam," Sorkin wrote in describing the summer seminar, titled "Current Topics in Information Technology Law: Regulation of Spam and E-mail Marketing." "Topics to be addressed include litigation and legislation involving spam and e-mail marketing; the application of tort law and other traditional doctrines to spam; concerns related to constitutionality, jurisdiction, extraterritoriality, privacy, content and public policy; regulatory perspectives; issues faced by Internet service providers and legitimate e-mail marketers; legal aspects of blacklisting and other antispam measures; and other relevant issues." Sorkin, who in 1995 taught one of the first courses devoted to Internet law and who maintains a Web repository of passed and pending spam laws, has long touted the applicability of traditional law to the Internet. In an unclassified report titled "Failing to Keep Up With the Information Revolution," former CIA officer Bruce Berkowitz -- now a research fellow at Stanford University's Hoover Institution -- found that the agency's intelligence analysts were hobbled by outdated software and cut off from many of the technological advances that workers outside the intelligence community take for granted. Agency e-mail systems are clumsy, and the CIA's search engine is so "primitive" that analysts maintain informal networks of personal contacts within the agency just to track down the information they need to do their job.
