The Customs Service has arrested two persons in Missouri and California for attempting to export military encryption technology to China. Eugene You Tsai Hsu of Blue Springs, Miss., and David Tzu Wvi Yang of Temple City, Calif., allegedly tried to export encryption devices used to secure classified communications, in violation of the Arms Export Control Act.

The KIV-7HS encryption unit in question is for government use only and cannot be legally sent out of the country without an export license from the State Department. China is prohibited from acquiring the unit from the United States.

The arrests followed a four-month investigation by the Customs Service and the Defense Department.
