This is a big - and potentially confusing - subject because there are different types of VPNs, and these can be implemented in different ways depending on which standards are used. And standards develop at different rates. So the step up from simple point-to-point-tunnel Layer 2 VPNs to virtual private LAN service (VPLS) is large and demanding, and the relevant Internet Engineering Task Force (IETF) standards are still very much in development.
