Strengthening US-CERT Collaborations With Private Sector Experts

As reports of cybersecurity incidents grow, U.S. Department of Homeland Security officials plan to improve their ability to work on the problem face to face with private-sector experts. The DHS plans to collocate private-sector employees from the communications and IT industries with government workers at the U.S. Computer Emergency Readiness Team (US-CERT) facility here, said Gregory Garcia, assistant secretary of cybersecurity and telecommunications at the DHS. . The teams will work jointly on improving US-CERT's information hub for cybersecurity, Garcia said. The agency didn't specify a starting date for the program but said it will begin soon. US-CERT is a four-year-old DHS-run joint effort of the public and private sectors to protect the nation's Internet infrastructure. "It's through this collocation that we are going to build a strong trust relationship, an information-sharing relationship," said Garcia. DHS Launches Voluntary Program for Critical Infrastructure Data Submission

The private sector can voluntarily submit critical infrastructure information to the Homeland Security Department with a new program designed to protect such information. Starting Feb. 20, the Protected Critical Infrastructure Information (PCII) program will collect sensitive data about physical and cyber infrastructure according to regulations that will be posted online Feb. 19 and published in the Federal Register the following day. Public comment on the regulations could last up to 90 days. . . .. Robert Liscouski, DHS' assistant secretary for infrastructure protection, said by partnering with the private sector and making the program voluntary, the federal government can find vulnerabilities and nuances that the private sector knows best. "The partnership's important to us because the government can't afford to buy the expertise that we need to understand those vulnerabilities at the nuance level if they have access to it," he said. Fred Herr, PCII's program manager, said the private sector isn't required to submit anything to the federal government under the program. But DHS officials cited the public good as a reason why companies and nongovernment organizations might share such information voluntarily. The information will be kept confidential, because any data that passes all program requirements will be exempt from the Freedom of Information Act and cannot be accessed by third parties or state and local governments for civil litigation, officials said. However, if companies provided false statements or submittedinformation they knew to be wrong, they would be subject to federal felony statutes. The National Security Agency last week announced the first companies to undergo an appraisal of their information security practices in a program aimed at helping government and commercial organizations improve their systems security. According to the Infosec Assessment Training and Rating Program, organizations that need to assess their vulnerability can call on companies that are qualified to perform such assessments within NSA-defined guidelines and standards, according to NSA. This marks the first time civilian agencies have been able to access security assessment companies that have undergone this type of government evaluation and it enables customers to judge whether a provider is capable of meeting its requirements. Many agencies are using the General Services Administration's Safeguard contract, which offers more than 25 vendors who perform such cybersecurity assessments, but GSA does not provide any standard evaluation of the vendors' capabilities.
