India Plans Unrestricted Access To Non-Personal Data Under New Bill

The Indian government is planning to gain unrestricted access to non-personal data of people in India, according to a report byTech2.Non-personal data is anonymized data which can’t be traced back to identify a person. For example, weather sensors without a specific location or e-Commerce data without personal identification. What are your thoughts on this initiative and its privacy implications? Learn more in a great The Next Web article: . This comes on the heel of the data privacy bill, which is listed to be tabled in the winter session ofparliament. Apart from access to non-personal data, the bill will also tackle topics such as intermittent liability of social media platforms, and data localization and storage issues. A government source told the publication that authorities should be able to regulate how, when, and where non-personal data is being used: The thought process of the government is that it should have access to all non-personal, aggregate and anonymized data at all times and on-demand. The data doesn’t necessarily need to be stored with the government but it should be able to regulate how, when and where the data is being used. The move is also influenced by an upcoming report on non-personal data handling by a committee headed by Infosys co-founder Kris Gopalakrishnan. Congressional Action Needed for Effective US Data Regulation

As of May 2019, over 20 US states have introduced bills seeking to regulate data privacy, data security, or some combination of the two. While many of these bills agree in spirit (i.e. privacy good, data collection and usage bad), the various bills are decidedly more divergent as to how to accomplish these objectives. . With the states locked in an arms race to one-up each other on being the most privacy protective, the end result over the next four to five years could be a patchwork of state regulations resulting in not only a compliance nightmare for companies, but also a wildly uneven distribution of privacy rights for consumers. The link for this article located at The Next Web is no longer available. . With jurisdictions fiercely vying to surpass one another in data security regulations, the ensuing environment may evolve into a disordered one.. Proposed US Data Regulation Bill Faces Criticism Over Privacy Concerns

A proposed US congressional bill to regulate the collection of personal data is being almost universally panned, with privacy advocates arguing it's inadequate and pro-business groups saying it goes too far.. The draft legislation (PDF) would for the first time impose national standards on how companies collect IP addresses, viewer history, and other potentially sensitive data from individuals. It would apply to websites and offline operations as well. In its current form, it would apply to any business or non-profit organization that collects personal information from at least 5,000 individuals in a given year. In a nod to privacy advocates, groups would be required to get individuals' consent before storing names, email addresses, and other data. But acquiring that consent could be as simple as adding a statement to a website, a policy that's anathema to many civil-liberties boosters because it's viewed as opt-out rather than opt-in. Some privacy advocates also worry that the half-hearted restrictions will preempt many state laws that do a much better job of controlling the collection of personal data. Business and advertising groups, meanwhile, are fretting that the language is unduly broad and could hamper their ability to employ targeted advertising on websites. Projected Demand for Security Skills and Linux Jobs in 2005

Security, Web services and Linux jobs continue to dominate the IT help wanted ads and are projected to remain among the hottest skill and certification areas in 2005, according to research firms that specialize in tracking skills and certifications. Researchers said companies continue to invest in security-related projects while looking to eliminate aging legacy systems, and are exploring less expensive, newer platforms such as Linux. . A small drop off in offshore outsourcing projects and an increase in competition for IT consulting talent have contributed to a reversal in declining premium pay tied to IT skills, said David Foote, president and chief research officer for Foote Partners LLC, a New Canaan, Conn., research firm that specializes in tracking skills and certifications. "There is a re-emergence of talent wars, but on a smaller scale than in the past, according to our research," Foote said. "This is an indication that offshore outsourcing will no longer be the dominant theme in IT employment trends." Security certifications top the list for a second year in a row. Sarbanes-Oxley and other regulations on data in the health care and financial services industries continue to drive the trend, Foote said. Having a niche certification also continues to be desirable, Foote said. For example, IT personnel with intrusion detection skills are highly desired. Irish Websites Face Audits for Clear Privacy Policies Compliance

Irish websites will have to adopt "clear and straightforward" privacy policies or face prosecution. Together with other organisations collecting data, they will also face random audits to ensure they comply with data protection laws. At yesterday''''s introduction of the Data Protection Commission''''s website, its commissioner, Mr Joe Meade, said: "We are not trying to catch people out, but to ensure that they are complying with data protection rules." He says he intends to use his full legal powers to enforce compliance by organisations - including websites - that collect and hold data on individuals. The commissioner plans to name in his report to the Oireachtas any organisations not complying with the existing Act and the Data Protection Directive, which comes into force early next year.
