DHS Smart Card Initiative Delayed: Poor Management and IT Challenges

The Department of Homeland Security is three years behind schedule on a project to develop a standard smart-card identification method for federal employees and contractors, according to a DHS report. The project -- officially called Homeland Security Presidential Directive 12 (HSPD-12): Policy for a Common Identification Standard for Federal Employees and Contractors -- requires that DHS develop a government-wide way to identify employees by issuing smart cards. The cards contain information about which IT applications and networks and facilities each employee is permitted access to. . The original completion for the issuance and use of identity cards was Oct. 27, 2008, according to the report, issued by inspector general Richard L. Skinner. However, as of Sept. 22, 2009, only 15,567 of the approximately 250,000 department employees and contractors have been issued identity credentials. The program's target date for completion has now been pushed to Sept. 30, 2011, the end of the 2011 fiscal year. Specifically, DHS plans to issue smart cards to 135,000 federal employees and contractors by the end of fiscal year 2010, and to the remaining 105,000 employees and contractors by the end of fiscal year 2011. The report blames poor program management, including insufficient funding and resources, as well as a change in implementation strategy for issuing cards in June 2009, for falling behind schedule. U.S. Federal TIC Initiative Focuses On Security Controls Over Consolidation

The U.S. government is shifting its strategy for defending federal networks against a rising tide of hacking attacks launched by foreign governments and criminals. Instead of focusing on consolidating external Internet connections that civilian agencies operate -- which number in the thousands -- the Office of Management and Budget is directing agencies to deploy a standard set of security tools and processes on all of their Internet connections.. The shift represents a new direction for the federal Trusted Internet Connections (TIC) Initiative, which was launched by the Bush administration in November 2007. The Bush administration's original goal was to reduce the number of external Internet connections operated by civilian agencies from more than 8,000 down to 50. Standard security software -- including antivirus, firewall, intrusion detection and traffic monitoring -- was to be deployed on the remaining connections. The Obama administration has changed the emphasis of the TIC Initiative, focusing more on security controls than on network consolidation. "Despite the whole TIC Initiative, there are probably as many points of Internet connection as there used to be," says Diana Gowen, senior vice president of Qwest Government Services. "The new administration is less concerned with the number, and more concerned about getting them protected." Enhancing Cybersecurity: Government Seeks Hackers for National Defense

Wanted: Computer hackers. Federal authorities aren't looking to prosecute them, but to pay them to secure the nation's networks. General Dynamics Information Technology put out an ad last month on behalf of the Homeland Security Department seeking someone who could "think like the bad guy." Applicants, it said, must understand hackers' tools and tactics and be able to analyze Internet traffic and identify vulnerabilities in the federal systems.. In the Pentagon's budget request submitted last week, Defense Secretary Robert Gates said the Pentagon will increase the number of cyberexperts it can train each year from 80 to 250 by 2011. With warnings that the U.S. is ill-prepared for a cyberattack, the White House conducted a 60-day study of how the government can better manage and use technology to protect everything from the electrical grid and stock markets to tax data, airline flight systems, and nuclear launch codes. Assessing the Limitations of Federal Cyber Initiatives for IDS

The initiative is a long-range plan to upgrade the security of the federal government's networks and comprises a number of separate proposals, most notably an overhaul and expansion of the government's intrusion detection system, known as Einstein. Currently, Einstein is simply a passive traffic-monitoring system that records basic data such as the originating IP address of a packet, its size and where the packet came from and where it is headed. But the data that the system captures is not analyzed in real time, so attacks and other anomalies aren't caught until well after the fact. And, Einstein is a voluntary program and is not in place at all of the federal agencies right now. If there was one place where you'd think that security would be state-of-the-art and cutting edge, it would be our own federal government networks. I really don't see any necessary trade-off between "security" and "convenience" when it comes down to national security. Under the initiative, software vendors will have to ensure that their software meets specific safe configuration requirements and that any fixes they provide to patch vulnerabilities are reliable and won't compromise these configurations. The idea behind the initiative is to use the federal government's purchasing power to make software vendors accept more responsibility for the security of their software, said Alan Paller, director of the SANS Institute, a Bethesda, Md.-based security research firm. The initiative was prompted by the growing problems users face because of unsafe software configurations, he said, adding that software vendors will be required to ensure that default settings are secure to avoid problems later on. The federal government recently launched a procurement program called SmartBuy, which it hopes will drive better pricing and contractual terms from software vendors by consolidating purchases. SmartBuy will allow federal agencies to negotiate tougher terms relating to security, Paller said. The initiative being announced Tuesday is an example of that tougher stance.
