Linux Foundation Allocates $10 Million for Open Source Security Initiatives

The Linux Foundation has raised $10 million in new investments to expand and support its Open Source Security Foundation project. “This industrywide commitment is answering the call from the White House to raise the baseline for our collective cybersecurity well-being, as well as ‘paying it forward’ to open source communities to help them create secure software from which we all benefit,” Jim Zemlin, executive director at the Linux Foundation, said in a statement. “With the tremendous growth and pervasiveness of open source software, building cybersecurity practices and programs that scale is our biggest task at hand.” . The funding came from members of the foundation. The long lineup: Dell Technologies Inc., Telefonaktiebolaget LM Ericsson, Facebook Inc., Fidelity Investments Inc., GitHub Inc., Google LLC, International Business Machines Corp., Intel Inc., JPMorgan Chase & Co., Microsoft Corp., Morgan Stanley, Oracle Corp., Red Hat Inc., Snyk Inc., VMware Inc., Anchore Inc., Apiiro LLC, AuriStar Technologies Inc., Deepfence Inc., Devgistics, GitLab Inc., Nutanix Inc., Tidelift Inc. and Wind River Systems Inc. The Open Source Security Foundation, launched as a project of the Linux Foundation earlier this year , is a cross-industry collaboration that brings together multiple open-source software initiatives to identify and fix cybersecurity vulnerabilities in open-source software. OpenSSF also develops improved tooling, training, research, best practices and vulnerability disclosure practices. . GnuPG Funding: New Opportunities And Challenges After Significant Support

For almost two decades, the open source GnuPG encryption project has teetered on the brink of insolvency. Now, following word of that plight, the lone developer keeping the project alive has received more than $135,000. Short for Gnu Privacy Guard, GnuPG or simply GPG was first conceived in 1997. It makes up the guts that run GpG4Win, GPG Tools, and Enigmail, encryption programs that run on Windows, Macs, and as a plugin for the Thunderbird e-mail program respectively. An open source version of Phil Zimmermann's PGP, GnuPG quickly surged in popularity. Because it was written by a German citizen outside the US, it wasn't subject to then-draconian US laws restricting the export of strong cryptography technologies. Former NSA whistleblower Edward Snowden relied on the program to evade monitoring as he carried out his massive leak of top-secret documents. Many journalists and security professionals also swear by it.. GnuPG, a free software cryptographic tool, secures fresh funding post-financial struggle, but faces emerging hurdles going forward.. DHS Aims To Boost Cyber-Security Funding And Leadership Structure

The office in charge of cyber-security in the Department of Homeland Security is planning to continue moving ahead on the agenda the agency has already set. . According to Lawrence Hale, deputy director of the National Cyber-Security Division at DHS, the agency considers physical and cyber-security so deeply intertwined that it would be impossible to separate them. Hale said the current organization of the IAIP (Directorate of Information Analysis and Infrastructure Protection) has cyber-security and physical security working together. Earlier this week, the CSIA (Cyber-Security Industry Alliance) released a series of recommendations, including a reorganization that would make the director of the cyber-security division an assistant secretary. Supporters say such a change would raise the profile of cyber-security, thus bringing the area more clout and more funding. The link for this article located at Wayne Rash is no longer available. . Congress passed a bill Wednesday for $165 million in new supercomputing funding in the United States, a move that came a week after a report criticized current supercomputing as insufficient for the country's security needs. The bill, called the Department of Energy High-End Computing Revitalization Act of 2004, now needs the signature of President Bush to become law. The president is expected to sign the bill, a representative of the House Science Committee said. Supercomputers are powerful machines used for tasks such as predicting hurricane paths and other weather issues, assuring nuclear weapons will work despite aging, investigating human biochemistry, cracking encoded communications, and projecting the consequences of global warming. For more than two years, the fastest supercomputer by one measurement was a Japanese system, NEC's Earth Simulator. The link for this article located at Stephen Shankland is no longer available. . Senate Approves Cybercrime Funding Increase Amid Industry Concerns

The U.S. Senate Commerce Committee Monday voted to increase funding for anti-cybercrime programs, despite claims from software and high-tech groups that last-minute changes to the bill could stifle innovation. The "Cyber Security Research and Development Act," sponsored by Sen. Ron Wyden, D-Ore., would give $970 million over five years to the National Science Foundation and National Institute of Standards and Technology to improve government computer and network security. . . .. The technology industry supports the bill, but many businesses dislike changes made by co-sponsor Sen. John Edwards, D-N.C., that direct NIST to set guidelines for security settings on many common software products used by the federal government. They argue that such language would put Uncle Sam in the role of setting standards for computer security technologies, and would gut the public-sector market for new security products. "The establishment of such technological standards would create a ceiling, rather than a floor, for federal government cybersecurity," said Robert Holleyman, president and CEO of the Business Software Alliance.
