Those are just two examples of the vulnerabilities the government's thousands of IT systems face. At a hearing before a House panel Tuesday, government IT experts testified that progress in securing systems is being made, but at a slower pace than many had hoped. "While some progress is clearly being made at federal agencies, going from an F to a D or D to a C isn't saying much," Rep. Adam Putnam, R-Fla., chairman of the House Subcommittee on Technology, Information Policy, Intergovernmental Relations, and the Census, said in opening remarks at an oversight hearing on cybersecurity. Putnam said Congress, the Bush administration, and agencies must work together to provide a relative degree of comfort that IT systems are secure. "We are a long way from that point today." Putnam's lament was backed up by a report from the General Accounting Office, the investigative arm of Congress, that showed significant challenges remain in implementing information security requirements. For companies used to competing in the go-go world of commercial business dealings, selling to the government requires an entirely different timeframe. The victor is usually the turtle rather than the hare, the contractor with the most staying power. "There's a built-in history" with U.S. agencies, said Ron Knode, a director security services at Computer Sciences Corp. (CSC) (CSC.N), one of the bigger contractors, which got its start working for the U.S. space agency NASA 40 years ago. "It governs how fast money can hit the public contractor base," Knode said. "Budgets are budgets. They are often set five years in advance." Between gaining additional workers from the Defense Department and moving forward with a new data mining project for its analysis, the NIPC has made improvements since a General Accounting Office review last year, said Ronald Dick, the director of the center. Dick testified July 25 before the Senate Judiciary Committee's Technology, Terrorism and Government Information Subcommittee. In their report, GAO officials said the NIPC was hindered by a lack of analysis, staff members and information from industry. But the biggest problem, and one that still has not been addressed, is the lack of agreement within government on the role the center should play in the larger critical infrastructure protection environment, said Robert Dacey, director of information security issues at GAO. Some time in September, Horn will release the first in a series of report cards grading the computer security readiness of 52 government agencies, Horn staffer Mary Ellen Grant said today. The report cards, which will be geared toward pointing out strengths and vulnerabilities in the federal government's enormous network of computer systems, will be "very similar to what we did with Y2K," Grant said. Horn chaired the House of Representatives' Y2K task force and released a series of report cards grading the Y2K readiness of 24 selected government agencies.
