Criminal organizations are calling on black market hackers-for-hire, where they can buy the tools and services they need to break into brokerage accounts, says a new report by Canada's crime watchdog.. It's one example of a new frontier of online-based fraud that exists for organized crime in this country, says the 2010 25th annual Report on Organized Crime by Criminal Intelligence Service Canada. The report, released Friday, focuses on securities fraud, and states the size and complexity of schemes help conceal criminal activity, generate ample profits and facilitate tax evasion. It said social-networking websites are allowing criminals to efficiently and anonymously issue fake news releases and promotional material to potential victims. Among the services promised by Chicago-based 69 Hacking Services, is changing "bad grades" and other records on elementary, high school or college computer systems. The site is co-owned by a 23-year-old identifying himself as Akbar "Andy" Hooda. William Knowles, a computer security expert and editor of InfoSec News, said the hacking service most likely is a scam aimed at snaring "script kiddies" or young, naive computer users. "I'd be curious if there is a money back guarantee if they can't get in," said Knowles. Even if the operation is legitimate, unauthorized access to computer systems is a violation of federal and state computer crime laws, according to Matt Yarborough, an attorney with Fish & Richardson and a former U.S. Department of Justice prosecutor. Business week has reported a case where for just $249 (£174) a Russian organisation promises to "destroy your web enemy". Almost every hacking tool known can be found, relatively easily, on the web making it increasingly easy for cyber criminals to arm themselves. Added to this is the growth in computer skills in several of the world's poorer countries, a combination that makes cyber crime a difficult temptation to resist. There have been many instances where hacking and / or virus creation events can be tracked back to countries such as those in the former Soviet bloc, India and others in South East Asia. Many countries either have no legislation covering cyber crime or else they may be reluctant, for various reasons, to get involved with policing other people's problems.
