Or the Judiciary Committee?" he asked. Civilian law enforcement is responsible for investigating cybercrime and network attacks, but McConnell suggested that those agencies do not have the staffing necessary to defend against the terrorist-backed and state-sponsored cyberattacks that are now possible.
