The U.S. National Security Agency has hacked into Huawei Technologies servers, spied on communications of company executives and collected information to plant so-called backdoors on equipment from the Chinese networking manufacturer, according to reports published over the weekend.. In response, the NSA said that it declines to comment on specific, alleged foreign intelligence activities. In a statement emailed to the IDG News Service, the agency elaborated, saying that "NSA's activities are focused and specifically deployed against -- and only against -- valid foreign intelligence targets in response to intelligence requirements." IT security experts have long loved to troll through hacker forums to gather intelligence on emerging threats and even (as in the ill-fated case of HBGary Federal CEO Aaron Barr) try to profile the hackers themselves. But as a report from IT security firm Imperva shows, many of the so-called hacker portals out there are more hangouts for newbie hackers (and possibly a few budding FBI informants) looking at how to get started in the game. . The Senate easily passed a measure Thursday expanding a powerful surveillance law, used in spy and terrorism investigations, to allow U.S. agents to wiretap lone foreigners who can't be linked to a terror organization or government. Currently, U.S. law enforcement officers can get warrants authorizing intelligence-gathering wiretaps from a secret court, but only if they can establish a reasonable belief the target is an "agent of a foreign power" or group. The bill, which passed 90 to 4, would amend the 1978 Foreign Intelligence Surveillance Act to remove that requirement. As used in the act, the term "agent of a foreign power" includes those controlled by governments, political organizations or terrorist groups. But lawmakers feared that this requirement could hinder the FBI when its investigators can't make such a link to a known terror organization or a foreign government. The Register writes, " Fundamental design flaws in the FBI's infamous Carnivore packet sniffer have led to the destruction of evidence related to a suspect possibly involved in Osama bin Laden's Al Qaeda network which had been obtained legally under a Foreign Intelligence Surveillance Act (FISA) warrant, the watchdog group EPIC has learned. The FBI has long denied that Carnivore is an indiscriminate tool which vacuums up the personal correspondence of innocent persons not targeted for surveillance. But an internal memo obtained by EPIC under the Freedom of Information Act (FOIA) shows that it does in fact gather the communications of innocent third parties illegally. It appears the FBI has been lying about Carnivore all along, and covering up its deficiencies even to the Justice Department. " . Unlike past attempts to manage security, these companies are concentrating on gathering real-time intelligence on attacks, vulnerabilities and exploits. Using data mining and artificial intelligence techniques, they can predict where problems could appear on a particular customer's network and then design a system to counteract them. And hackers are still having their way. In the latest Computer Crime and Security Survey, released last week by the Computer Security Institute and the FBI, 85 percent of respondents said they had detected a security breach within the last 12 months. More telling was that 27 percent of those surveyed didn't even know if there had been unauthorized access or misuse of their company's site. "Companies have been spending a lot of money on security, but they can't keep up with the management of it because they don't have people with the knowledge to do it," said Stijn Bijnens, CEO of Ubizen, of Leuven, Belgium, with U.S. headquarters in Reston, Va.
