Post-9/11 Adaptations in Federal Data Sharing and Cybersecurity

Before September 11, 2001, most federal groups viewed the Internet as a place to store their vast library of public documents and as a way to network with community leaders in a timelier manner. But in the days that followed 9/11, authorities revealed that terrorists also used the Web because they had access to the same technology. Government agencies suddenly scrambled to assess what they released into cyberspace, vetting it for any sign that it could be used to exploit structural or security vulnerabilities. A year later, a recent study from the Pew Internet & American Life Project found that "69 percent of Americans say the government should do everything it can to keep information out of terrorists' hands, even if that means the public will be deprived of information it needs or wants." They may not be the Continental Congress, but hundreds of IT experts from the defense and intelligence communities gathered here yesterday to share ideas and plans on emergency responses to a terrorist attack on the nation. Only blocks from the spot where the Founding Fathers signed the Declaration of Independence, more than 900 government and private-sector officials met to discuss efforts to improve collaboration and information sharing among the hundreds of federal, state and local agencies in charge of emergency response in the event of future terrorist attacks. On the first day of the three-day Information Sharing and Homeland Security conference, officials have been clear on what the overall strategy is for detecting and preventing future attacks: Create a nationwide information-sharing architecture by leveraging the billions of dollars in federal IT investments, rather than building something from scratch. CHAIRMAN and Chief Executive Officer Larry Ellison has called for a national identification (ID) card to be issued to all U.S. citizens in an effort to help prevent future terrorist attacks. To help build such a system, Ellison has reportedly offered to give the necessary software to the U.S. government for free. In an interview with a San Francisco television station, KPIX, broadcast on Friday, Ellison said the U.S. government should issue a national ID card that contains a photograph and digitized thumbprint for each U.S. citizen, according to a transcript of the interview. When presented to airport security officials, the information contained in the ID cards would be verified with information stored on a centralized database, insuring the accurate identification of airline passengers, Ellison said, according to the San Jose Mercury News newspaper.
