CISA Director Krebs on Measured Communication for Election Security

Heading into 2020, the Cybersecurity and Infrastructure Security Agency director says overhyped concern about election security is a problem, while election officials say they reap the benefits of improved communications. Learn more in a great CSO article: . Given the too-late realization that Russia interfered in the 2016 presidential election through massive disinformation campaigns and -- as the Mueller report most recently documented with a few new twists -- actual efforts to hack into state elections systems, it’s no surprise that election security under the rubric of “Protect 2020” was a key theme running throughout the Cybersecurity and Infrastructure Security Agency’s (CISA) second annual Cybersecurity Summit. Even so, CISA Director Christopher Krebs kicked off the summit by cautioning against the kind of fearful language and overwrought concerns currently surrounding the topic of election security. “We've got to be more straightforward, more measured, more reasonable in how we talk about things. Election security is a great example. Are there true, absolute, fundamental risks in the infrastructure? Yes, but we have to take the hysteria out of the conversation because ultimately what we do is we drive broader voter confidence down,” he said. . US Secret Service Insight: Cyber Threat Trends and Insider Risks

Both types of attack have increased in the past year, according to the 2010 Verizon Data Breach Investigations report in partnership with the US Secret Service. This is the first time private and commercial data has been combined in a data breach report, said Matthijs Van der Wel, head of the EMEA forensics team at Verizon Business.. The data from the financial crime investigations from the Secret Service has enabled a broader and deeper perspective on cybercrime, he said. "Most breaches are caused by external sources, but we now see a lot more cases that involve insiders combined with social engineering that we did not see in our previous data set," said Van der Wel. The data also highlights an increased use of customised malware in smaller attacks to avoid detection by anti-virus and intrusion detection software, he said.. The task force members called for what they said were needed improvements to the consumer- and vendor-oriented software security testing program operated by the National Institute of Standards and Technology and the National Security Agency. The report recommends that NIST receive an initial $12 million in new appropriations and $6 million in following years for developing security requirements for specific classes of products such as intrusion-detection systems and virtual private networks. On his last full day in office, former President Clinton appointed 21 members to a newly established council that will advise President George W. Bush on ways to protect the nation's most critical computer systems from cyber attack. The new group to which the appointments were made - the National Infrastructure Assurance Council (NIAC) - was conceived of in 1997 as a group of CEOs from the nation's leading companies in virtually every major infrastructure sector, including energy, telecommunications, transportation, and banking that would advise the president in the event of a cyber attack on one or more of these critical sectors. But coming as they did on the last day of the Clinton administration's reign in the White House, the appointments already have been reviled as a wasted opportunity and an unfortunate partisan jab.
