Obama's Cybersecurity Strategy Stuck While Addressing Afghanistan Crisis

As Obama focuses on Afghanistan, the cybersecurity plan he announced six months ago appears stuck in the mud. CSO Senior Editor Bill Brenner says the President must follow through on his promise to manage multiple crises at a time.. In May, President Obama unveiled an ambitious plan to protect the nation's cyber infrastructure that included as its centerpiece a new West Wing-based cybersecurity coordinator. Legitimate criticism abounded over parts of the plan, but there was still cause for optimism. At the very least, it seemed like Obama had a firm grasp of the threat at hand. Six months on, I'm not so sure anymore. Tonight, the President will unveil his plans for Afghanistan in a speech at West Point after months of intense debate over how many more troops to send in to turn the tide against a resurgent Taliban. It's a matter of critical importance to be sure. The lives of our troops are on the line, and as a country we seem to have lost our way in the war against Al-Qaida. But as Obama himself noted during the 2008 presidential race -- when John McCain suggested the campaign be suspended so the candidates could return to Washington to focus solely on the then-unfolding economic meltdown -- presidents have to be able to manage multiple crises at a time. For now, a truly secure enterprise remains the Holy Grail. Even before the Internet, computer security was a problem. In the 1986 movie War Games, we saw a young Matthew Broderick hacking his way into the computer that controls the U.S.' nuclear command and control. Today's hackers are the phone freakers of the 1980s, emulating telephone noises to obtain free long-distance calls. Viruses and worms have been part of the background noise of cyberspace since its earliest days. So what's new? Well, the numbers tell the tale. In 2000, there were 21,000 reported virus incidents. Three years later, the number was more than six times higher. In 2002, the worldwide cost of worms and viruses was estimated at $45 billion; August 2003 alone saw costs of almost the same magnitude, while the annual cost will rise 300% year over year. Twenty-seven million Americans have been the victims of identity theft in the past five years, but one-third of that total were victimized in the past 12 months. Patches to correct the kind of commercial-software vulnerabilities that hackers target most frequently were once issued at a rate of maybe 10 per month. In 2002, they appeared at a rate of dozens per week. And in 2003, worms that used to take several days to travel around the globe spread to more than 300,000 systems on six continents in less than 15 minutes from launch. Theimplications are huge for corporate America. Five years ago, U.S. corporations spent 2% to 3% of their IT budgets on security; now that portion is roughly 8% to 12% (see chart at left). And the worst is, it hasn't helped. In recent months, even the most security-aware companies have been victimized. These include airlines, large banks, electric utilities, investment houses, railroads, and other critical infrastructure enterprises that have developed IT security policies and spent lavishly on defensive technologies. The Bush administration's long-awaited plan for protecting the nation's critical computer systems from cyberattacks is too weak because it does not set specific requirements for federal agencies or the private sector to follow, and politics is mostly to blame for the watered-down plan, information technology experts say. Richard Clarke, chairman of the Critical Infrastructure Protection Board, last week released the draft National Strategy to Secure Cyberspace for comment at a ceremony at Stanford University, which aimed to highlight the partnership between the public and private sectors in developing the strategy. The demonstration, however, showed the gaps in the draft strategy. Most of the recommendations for securing cyberspace are couched in terms of "should" and "could," rather than providing specific requirements for what IT security equipment agencies must buy or what security processes they should follow. For example, the report says that the federal CIO Council and relevant agencies should consider creating a "cyberspace academy" that could link federal cybersecurity and computer forensics training programs. The proposed cyber-security Network Operations Center is included in a draft of The National Strategy to Secure Cyberspace, which was developed by the president's Critical Infrastructure Protection Board with input from the private sector and is due to be released Sept. 18. The call for expanded data collection and analysis results from administration concerns that efforts to secure cyber-space are hampered by the lack of a single point of data collection to detect cyber-security incidents and issue rapid warnings, according to the draft strategy, obtained by eWEEK.
