CISA Director Krebs on Measured Communication for Election Security

Heading into 2020, the Cybersecurity and Infrastructure Security Agency director says overhyped concern about election security is a problem, while election officials say they reap the benefits of improved communications. Learn more in a great CSO article: . Given the too-late realization that Russia interfered in the 2016 presidential election through massive disinformation campaigns and -- as the Mueller report most recently documented with a few new twists -- actual efforts to hack into state elections systems, it’s no surprise that election security under the rubric of “Protect 2020” was a key theme running throughout the Cybersecurity and Infrastructure Security Agency’s (CISA) second annual Cybersecurity Summit. Even so, CISA Director Christopher Krebs kicked off the summit by cautioning against the kind of fearful language and overwrought concerns currently surrounding the topic of election security. “We've got to be more straightforward, more measured, more reasonable in how we talk about things. Election security is a great example. Are there true, absolute, fundamental risks in the infrastructure? Yes, but we have to take the hysteria out of the conversation because ultimately what we do is we drive broader voter confidence down,” he said. . Krebs from CISA underscores the necessity for thorough dialogue regarding electoral safety to enhance voter trust, reflecting growing anxieties.. CISA Targets Chinese Cyber Threats and Enhances Election Safety

The leader of the Cybersecurity and Infrastructure Agency, which works within DHS, is concerned primarily with risk management, Chinese threats to supply chains and election security. What are your thoughts on this? . The Department of Homeland Security’s central cybersecurity agency is focused on addressing the “persistent threat” posed by Chinese hackers, improving election security and defending against ransomware attacking government systems, according to astrategy memoreleased by the department. In his agency’s “strategic intent” document, Christopher Krebs, the director of the Cybersecurity and Infrastructure Security Agency (CISA), said the agency is looking to improve the country’s supply chain risk management when it comes to China. The U.S. has consistently accused Chinese hackers of attempting to compromise American companies and systems, particularly through 5G or other technology. Election Security Measures: Protecting Voter Databases From Hackers

Did you know that in 2020, all state voter databases will be protected by sensors that alert the federal government to hacking attempts? . Every state in the US was likely targeted in some way by Russian hackers in 2016, according to aSenate Intelligence Committee reportreleased on Thursday that spotlighted numerous failures on the part of the American government. The targets varied widely, from county websites to voter databases. There is no evidence the activity resulted in any data or votes changed. The Senate report, which reinforces some conclusions American officials had drawn as early as 2016, warns that the targeting signals a broad effort from Russia and is a worrisome threat. Senate Report: Election Security Risks and Legislative Actions Uncovered

This report comes as Senate Republicans move to block election security legislation, arguing that election officials have already fixed the security issues they experienced in 2016. What are your thought on this? . Just one day after Robert Mueller delivered testimony to Congress about Russian interference in the 2016 elections, the Senate Intelligence Committeereleased a bipartisan reporton Thursday stating that America’s election infrastructure was not secure enough to deal with attacks from Russian intelligence between 2014 and 2017. The report, the first of five by the committee, was compiled following interviews with state election officials, former Obama administration officials and members of the intelligence community. Senators found that Russia sought to capitalize on the decentralized U.S. voting system, which is mostly run by states with their own systems and policies. House of Representatives Approves SAFE Act for Safeguarding Elections

The House of Representatives passed an election security bill Thursday that is designed to prohibit cyberinterference through the forms of paper ballot voting, postelection audit, and replacing voting equipment. . The Securing America’s Federal Elections (SAFE) Act was Democrat-backed, spearheaded by Rep. Zoe Lofgren (D-Cali.), and passed with only one Republican vote from Republican, Rep. Brain Mast (R-Fla.). The vote passed 225-184. According to The Washington Post, the bill would authorize $600 million for the Election Assistance Commission, which would be put toward the new rules requiring the use of paper ballots, updating equipment, and keeping the voting machines from connecting to the internet. In addition, the voting machines may not be made outside of the United States. This would be done by November 2020. The link for this article located at Security Today is no longer available. . EU Report Accuses Russia Of Misinformation In Election Interference

The European Union already suspected that Russia was trying to disrupt its parliamentary elections through hacks and other online interference, and now it's directly pointing a finger at the country. EU officials have published a report accusing Russia of orchestrating a "continued and sustained" misinformation campaign during the late May election similar to ones the country tried in the US, France and other countries. It used fake stories to "promote extreme views," stoke political tensions and, sometimes, discourage voter turnout. . There was a change in strategy this time around, the EU added. Instead of launching large efforts online, the Russians and the political figures linked to them preferred "smaller-scale," more regional influence campaigns that would be harder to catch. Election Day Security: Cyber Threats And Incident Reports Explored

After Russia's misinformation campaign rattled the 2016 United States election season, scrutiny over this year's midterms has been intense. And while foreign cybersecurity threats have so far been relatively muted, an unclassified government report obtained by The Boston Globe this week indicates more than 160 suspected election-related incidents since the beginning of August, ranging from suspicious login attempts to compromised municipal networks. . Officials haven't attributed most of it to an actor yet, but the situations include suspicious attempted logins on election systems like voter databases and municipal network compromises. Even in July, Microsoft said it had spotted four incidents of attempted campaign phishing. The link for this article located at Wired is no longer available. . Exploring Election Security Threats Beyond Voting Machines

The DEF CON 2018 Voting Machine Hacking Village aimed to raise awareness in voting security through a full day of speakers and panel discussions along with a challenge for attendees to hack more than 30 pieces of voting equipment. A partnership with rOOtz Asylum offered youths between 8 and 16 years old an opportunity to hack replicas of the websites of secretaries of state to demonstrate that even hackers with limited years of experience can easily compromise critical systems.. The goal was to break as many voting machine pieces as possible in order to draw attention to the vulnerabilities that will be present in the upcoming 2018 elections. The focus on election equipment, however, ignores the greater danger caused by hacking into the diverse collection of sensitive information that flows through political campaigns and the electoral process, and using that to influence and sow distrust among voters. While changing a vote or voting results can be traced back to a particular stakeholder, changing people's understanding of facts is far more insidious.
